Biography

Troy Garrett is the Government Affairs Director for the National Association of Residential Property Managers (NARPM). He also serves as the Executive Director for the Virginia Association of Housing and Community Development Officials (VAHCDO) and is a member of the Virginia Housing Commission where he represents affordable and workforce housing on the landlord/tenant, zoning, and land use workgroups.

Troy began his professional career working in the Virginia House of Delegates as Chief of Staff for Delegate Chris Hurst of Montgomery, Giles, and Pulaski Counties and the City of Radford. He holds both a Bachelor and Master of Arts degrees in political science from Virginia Tech. He was recognized for his research on the interconnectivity between federal, state and local government structures as well as nongovernmental organizations, and was awarded both the Best Master’s Thesis Award from the Department of Political Science and the prestigious William Preston Society’s Master Thesis Award from the Virginia Tech Graduate School. He still remains active in various outreach and research initiatives at Virginia Tech.

Troy is originally from the picturesque New River Valley located in Southwest Virginia. He currently resides in Richmond, where he is known to dabble in the ancient art of karaoke.
