Catherine Lyons is the Senior Director of Policy and Coalitions at the Economic Innovation Group, a bipartisan research and policy organization dedicated to creating a more dynamic and inclusive U.S. economy. Catherine leads the organization's government affairs work, focusing on implementing and enhancing Opportunity Zones, restricting noncompete agreements, creating more pathways for high-skilled immigration, and establishing new retirement savings vehicles for workers. She has worked on the OZ policy since it first passed into law, leading stakeholder engagement on Treasury's rulemaking and implementation process, drafting legislation to continually improve and enhance the policy, and championing the successful effort to make the tool a permanent part of the tax code. Catherine leads EIG's OZ Coalition, which is a leading voice in the OZ market and with policymakers.
